Tewksbury’s long-time Chief Assessor Norman Boudreau passed away Sunday, July 11, 2010. Norm began his service to the town in 1967 when he was appointed to the Finance Committee. He served until 1974, the last 5 years as Chairman. He was elected to the Board of Selectmen in 1974 and served three years, the last as Chairman.

He then served an interim appointment on the Board of Assessors. In 1979 he was elected to that Board and served as Chairman until his retirement in 2002. Norm’s service on the Board of Assessors spanned the time from paper records and calculators to CAMA systems and computers. He is greatly missed by his family and friends.


Mr. Thomas E. Acciavatti, 86, beloved husband of the late Pauline N. (Montoni) Acciavatti, died Sunday evening, July 11, 2010 in the Beverly Hospital.

Born and raised in Beverly, he was the son of the late Simone and Romilda (Varrato) Acciavatti. He received his education in the Beverly school system and graduated from St. John's Preparatory School in Danvers. An honorably discharged veteran, he served his country during World War II as a proud member of the United States Army having served in the Infantry Third Army under General Patton in Normandy, Northern France and Central Europe.

Mr. Acciavatti had been employed for nearly 20 years by the City of Beverly in its Assessor's office, until the time of his retirement. Prior to that, he had worked many years in the family-owned grocery business. A lifelong resident of the City of Beverly, he was a member of the Vittori-Rocci Post in Beverly. He was also a member and past president of the Massachusetts Assessor's Association. He was a loving father, grandfather, great-grandfather, and brother, who will be missed by all who knew him.

He is survived by a daughter, Christine Lindsey and her husband, Robert of Viera, Fla.; a son, Simone E. Acciavatti and his wife, Lorraine of Ponte Vedra, Fla.; five grandchildren, Tiffany Sewell of Beverly, Cori Sharp and her husband, Arthur of Beverly, Kyle Wollock and her husband, Josh of Dallas, Kathryn Garry and her husband, Benjamin of Topsfield, and Thomas D. Acciavatti of Medford; one great-grandson, Harrison Sharp of Beverly; four sisters, Theresa Gorini, Amelia Pendleton and her husband, Robert, Lorraine Mead and Matilda Hyde, all of Beverly; several nieces and nephews. He was also brother of the late Anne Bucci, Desolina Ward, Valia Morin and Armand Richutis.

ARRANGEMENTS: His funeral Mass will be held in St. John the Evangelist Church, 111 New Balch St., Beverly, Thursday at 9 a.m. Relatives and friends invited to attend. Burial in St. Mary's Cemetery, Beverly. Visiting hours in the Campbell-Lee, Moody, Russell Funeral Home, 525 Cabot St., Beverly (North Beverly location), Wednesday from 4 to 8 p.m. Expressions of sympathy may be made in Thomas' memory to the Diabetes Association, 330 Congress St., Boston, MA 02210. CUNHA, ADOLPH R., age 64, of County St., died Tuesday, June 22, 2010, at the Sturdy Memorial Hospital. He was the husband of Charlene M. (Cogswell) Cunha.

Born May 11, 1946, in Providence, he was the son of the late Adolph and Angelina (Machado) Cunha. Mr. Cunha worked as a real estate assessor for the Town of Dedham. In addition to his wife, he leaves his sister and brother-in-law, Joyce Ann and Peter Setchell of No. Dighton, and his nephew, Justin David Setchell of Portsmouth, NH.

Relatives and friends are invited to a graveside funeral service at 10am on Tuesday at the Rehoboth Village Cemetery, Bay State Rd, Rehoboth. Chief Assessor
City of Beverly

The City of Beverly is seeking qualified applicants for the position of Chief Assessor. The Chief Assessor is responsible for the administration and appraisal function for real and personal property and for the day-to-day management of the Assessor’s office including the supervision of technical and clerical staff. Additional duties include the development of revenue forecasts required for financial planning, representation of the City’s interests at the Appellate Tax Board and administering local excises, both motor vehicle and boat. This position also serves as the Chair of the Board of Assessors along with two appointed members. Associate’s or higher degree from an accredited institution of higher education in economics, business administration, finance, computer science, planning or a similar field and five years work experience in appraisal or assessment principals and techniques, preferably in a Massachusetts municipal setting, or some equivalent combination of education and experience is required.

Professional designation by the Massachusetts Association of Assessing Officers is also required. The city currently uses AssessPro as its CAMA package and MUNIS for financial reporting. Experience with one or both of these software packages is a plus.

The City of Beverly is an economically developed suburb located on the ocean in Essex County with a population of approximately 40,000. There are approximately 12,900 real and personal property accounts, approximately 15% of which are CIP, representing $5.7 billion in value. Town of Lynnfield
Temporary/Part-time Assistant Assessor

The Lynnfield Board of Assessors is seeking a 19 hour per week temporary/part-time Assistant Assessor who will serve under the direction of the Board of Assessors. A strong ability to utilize computer applications to include proficiency in MUNIS and Patriot Properties’ AssessPro is required. The position requires the ability to: conduct administrative duties, provide quality customer service, and communicate effectively with the public and Town Hall personnel. The applicant should have an MAA, RMA or CMA designation, or equivalent. Previous experience with assessing process is desirable.

Salary range is $20.00 to $35.00 per hour depending upon qualifications and experience. Part-Time Assessor
Town of Lanesborough

The Town of Lanesborough (population 2990) is seeking qualified applicants for the position of Assessor. This position is appointed by the Board of Selectmen. This is a twenty (20) hrs/week position. TOWN OF WAYLAND
ADMINISTRATIVE ASSESSOR

The Town of Wayland has reorganized its Assessing Department and is seeking qualified applicants for the position of Administrative Assessor. Qualified applicants will be proficient in complex administrative tasks relating to the operations of the Assessing Department in accordance with state and local statutes. Applicants should have knowledge of principles of real and personal property assessment, exemptions, Department of Revenue Guidelines, and Massachusetts General Laws. Experience in property data collection required.

Qualifications: Associates Degree in related field; completion of assessing courses offered by the Massachusetts Association of Assessors preferred. Over two (2) years of progressively responsible administrative work; experience in a municipal setting, a real estate environment and/or working with the public is strongly preferred. An additional 2 years of experience may be substituted for the degree requirement. Salary: $39,626 - $52,729.

City Assessor

Town of West Stockbridge
Part Time Principal Assessor

The Town of West Stockbridge (pop. 1,650; 18.5 sq. miles; 1,066 Total real estate parcels; total real & personal property assessed value of $419,268,723) seeks applications from qualified candidates for part time Principal Assessor. The Assessor works collaboratively with current board and other Town Hall staff, is responsible for revaluations, interim year adjustments, routine property inspections, collecting new construction and personal property data, holding classification hearings, setting tax rate, conducting taxpayer abatement hearings and appellate tax board appeals, and administering motor vehicle excise and exemption programs, all in accordance with DOR regulations.

The Town of Wayland, acting through its Board of Assessors, invites proposals for services to complete a full list and measure of real estate properties for the purpose of assessing properties.

Interested parties should contact the office of the Board of Assessors at (508) 358-3788 for copies of the request for proposals.

Proposals will be received by the Procurement Officer in the Selectmen’s office at the Town Building, 41 Cochituate Road, Wayland, Massachusetts until 12:00 noon, July 30th, 2010.

All proposals must conform to the applicable provisions of Massachusetts General Laws Chapter 30B and the request for proposals document. Proposals must be enclosed in two (2) sealed envelopes plainly marked as “Non-Price Proposal” and “Price Proposal,” “Town of Wayland Data Collection Services".
