Roger Fachini
- WILLIAMSTOWN
Roger John Fachini, died Thursday, June
25, at Albany Medical Center following cardiac arrest on Friday,
June 19th, while on the 11th hole of his beloved Taconic Golf
Course in Williamstown. In 1995 he was appointed Assessor and
Chairman of the Board of Assessors for the City of North Adams, a position
he held until his retirement in 2006. He was active in the Berkshire
County Assessors Association, serving as Vice President from
1998 to 2000, as President from 2000 to 2002, and as a member
of the executive board until his retirement. He was respected
and loved by his co-workers. Never one to sit for very long,
Roger then renewed his real estate license and joined long-time
friend, Tom Elder, at Elder and Associates Real Estate in Williamstown.
He was the current President of the Stratton Hills Association
Trust and served on the board since moving there in 2005. Roger
had a passion for golf, snowshoeing, walking, fly-fishing, and
anything that got him outdoors.
FUNERAL NOTICE:
A celebration of Roger's Life will be take place Thursday, July
2, 2009 at 4 p.m. on the lawn at his home at 189
Stratton Road, Williamstown, with the Rev. Mr. Bruce Ziter,
Deacon of St. Elizabeth Church officiating. A reception will
follow
at the Orchards Restaurant. In Lieu of Flowers are suggested
for the Village Ambulance service or The Fund for Williamstown
through the FLYNN & DAGNOLI-MONTAGNA HOME FOR FUNERALS, WEST

Administrative
Assistant
The Town of Millville seeks an Administrative Assistant to oversee
day to day operation of the Assessor's Office. Pay to be determined
based on experience and Annual Town Meeting funding. Expectation
to work up to 18 hours with Wednesday evenings, all pending Town
Meeting vote. Responsibilities include but not limited to: generating
Motor Vehicle Excise Tax Commitments, Assisting Consultant in

Town of Millville
Consultant Proposal
The Town of Millville seeks a Consultant (Assistant Assessor/Appraiser)
proposals. The Board of Assessors are open to a variety of proposals
such as: per diem, flat yearly rate, and per parcel rate. Millville
is due for re-evaluation in FY2011 and is a community of 1300+
parcels.
Responsibilities include but not limited to the following: field
visits, input of data, prepare valuations of real and personal
property, prepare new growth annually, process new divisions
of land, report to the DOR as needed for the town, finalize preliminary
and actual tax file for real and personal property tax commitments,
assist in the preparation of the tax rate, abatements, appellate
tax board cases, assist the Board of Assessors in the performance
of their duties.
Qualified candidates should possess posses a bachelor's degree
in a related field or at least three years experience in the
field. Certification of MAA (Mass Accredited Assessor) is required
and must be maintained. General knowledge of the Massachusetts
General Laws and familiarity with current assessing computer

Appraisal Position
Property Tax Appraiser – Springfield, MA
The Bureau of Local Assessment is seeking an appraiser to provide
technical assistance to municipalities in property tax administration,
mass appraisal, data quality, tax base growth, and local finance.
The appraiser will be located in our Springfield office. Duties
include reviewing local assessors’ property values, valuing state
owned land, equalized valuations, etc.
Requirements
include four years full-time experience in appraisal or assessment
of real
property (one year of which must have been supervisory), or
a bachelor’s degree with three years of the required experience,
and a valid driver’s license. Applicants should have strong
analytical
and writing skills, knowledge of real and personal property
appraisal, knowledge of mass appraisal valuation systems and
Massachusetts’
certification standards and statutes. Candidates should be
proficient in the use of electronic spreadsheet applications
and have effective
interpersonal communication skills. Professional appraisal
designation and/or appraisal license is desirable. Travel is
required.

Town
of Millis
Assistant Assessor
The
Town of Millis (pop. 8,208) seeks qualified applicants for
the position of full-time Assistant Assessor. The Assistant
Assessor
is responsible for administrative, technical and supervisory
work related to the valuation and revaluation of all residential,
industrial and commercial real estate and personal property in
the Town in accordance with the Department of Revenue regulations;

Town of Pembroke
Chief Assessor/Appraiser
The
Town of Pembroke seeks qualified applicants for the full-time
position of Chief Assessor/ Appraiser to work under the direction
of the elected Board of Assessors.
Responsibilities include planning, managing and directing the
activities of the Assessing Department. The Chief Assessor/Appraiser
is responsible for completing the annual tax rate setting process,
including: sales analysis, classification hearing, preparation
of all Division of Local Assessment forms and tax rate recapitulation
required by the Department of Revenue.
Requirements include a Bachelor’s Degree in a related field
or a minimum of five years experience in assessing administration.
Massachusetts Accredited Assessor (MAA) required and must be
maintained throughout the appointment. Certified Massachusetts

TOWN OF WAYLAND
ASSISTANT ASSESSOR
Wayland seeks a seasoned assessing professional to fill the position
of Assistant Assessor. Serving as the Department Head, the
selected candidate will focus on building customer confidence
in the Assessing Office. Responsibilities include leading,
managing and supervising the department; immediately recruiting
and selecting support staff; providing technical support to
residents and staff; maintaining and expanding upon the Vision
database; providing analysis and financial consultation to
the Town Administrator and fellow department heads; and reporting

Successful

The City of Boston (“the City”), acting by and through its Commissioner
of Assessing (‘the Official”), hereby requests sealed proposals
from certified public accountants or certified public accounting
firms (“Offerors”) with expertise in property tax laws and practices
limited to local and state government clients, to provide municipal
personal property tax audit and consulting services. Services
sought by the City include, but are not limited to, the following:
municipal personal property tax audits of City of Boston businesses
selected by the Official; defense of these values when necessary;
inclusion of Assessing Department staff in audit site visits.
All proposals shall be submitted in strict conformance with the
Request for Proposals (RFP), which may be obtained at the Office
of the Commissioner of Assessing at Boston City Hall, Room 301,
Boston, Massachusetts 02201, on or after 10:00 a.m., EST, Monday,
June 22, 2009, and will remain available until Friday, July 10,
10:00 a.m., EST. The RFP will also be available electronically

The RFP contains both price and technical evaluation criteria.
Price and technical proposals shall be submitted separately in
sealed, clearly labeled envelopes.
Each technical proposal submitted to the Official must be accompanied

in the form of (a) a proposal bond with a surety company qualified
to do business in Massachusetts and in a form satisfactory to the
Official or, (b) a certified check payable to the City of Boston.
All proposal deposits, as specified above, shall be returned upon
final execution of a contract by the successful Offeror, or, if
no contract is executed, at the expiration of one hundred fifty
(150) calendar days from the date set for the opening of the technical
proposals.

The Official shall reject late proposals.
The Official shall not open the proposals publicly, but shall
open the technical proposals in the presence of one or more witnesses

to the individuals evaluating the technical proposals.
Any contract executed pursuant to the RFP shall be for a period
of one (1) year with two (2) successive twelve month options to
renew, said options exercisable solely by the City at the Official’s
discretion. No exercise of an option for renewal or extension of
the contract shall be subject to agreement or acceptance by the
Offeror selected. The entire contract term, including any options,
shall not exceed three (3) years.
Submission of the proposal indicates acceptance by the Offeror
of the conditions contained in this Request for Proposals, unless
clearly and specifically noted in the proposal submitted and confirmed
in the contract between the City of Boston and the Offeror selected.
The City of Boston reserves the right, where it may serve the
City’s best interest, to request additional information or clarification
from Offerors, or to allow corrections of errors or omissions.
At the discretion of the City of Boston, Offerors submitting proposals
may be requested to make oral presentations as part of the evaluation
process.
The City reserves the right to reject any and all proposals, or
any part or parts thereof, and to award a contract as the Official
deems to be in the best interests of the City. This contract shall
be subject to the availability of an appropriation therefore, if
sufficient funds are not appropriated for the contract in any fiscal
year, the Official shall cancel the contract. The maximum time
for acceptance of a proposal and the issuance of a written notification
of award shall be twenty one (21) days. The award of this contract
shall be subject to the approval of the Mayor of Boston.
