Good morning all!

Earlier this week I received an abatement application from Nstar/Eversource, requesting a fairly substantial abatement on their 504 personal property assets. Reading through the 38D they submitted to us, they're using the net book value of their assets as the sole basis for their opinion of value. Please correct me if I'm wrong, but thanks to the SJC ruling in NStar v. Boston, we use a hybrid NBV/RCNLD method to value this property now.

It looks like most of the Cape towns got these applications so I'm assuming you're all either getting them or about to get them. Are they just trying to get us to deny so they can go above our heads and relitigate this whole thing?

Thanks!

I received one in the Town of Erving and yes I believe that they are trying to relitigate the whole thing. Interesting enough National Grid did not file. I had George Sansoucy LLC value my utilities for FY2021 so the values did go up but only NSTAR was complaining.
